Western Southern AnnuityCan she cash in a pension?

The father of my late wife used to not sell Western and Southern Life.
He has been gone for 18 years. He put a little annuity for his nephews in his name, as he has done with other family members. Trying to boost sales, I suppose.
The nephews are now adults, and we have not seen in years.
Nor has anyone paid on policies for years. Once a year we receive a bill, but have never paid.
The amount of funds are about $ 1,000.
Can these species, or is it only for his nephews?
The policies are in his name.
