Top Annuity Companies

I think that the company is trying to go to my mother because when they sent her options for retirement pension he does not have any annuity ventilated with how much money she would get every option that option for the annuity is the amount of money at his side. and then the application were that it checks the option they want in a top forpayment request for payment or monthly fee. but it doesn't have an option of a lump sum when she spoke to them many times on the phone told her that the lump sum was an option, General Tire in some financial difficulties? or something or are we mistaken.do we need a lawyer?
