Social Security Disability Fraud

How do I report a person for Social Security disability fraud?
We have a neighbor Reeps the benefits of social security for persons with disabilities, however, continues to perform physical labor (digging a water pipe in his front yard with a shovel and a hoe and mow lawns for other peoples money and log book with his wife.) How you declare SS disability fraud?
Please help would be great!

Even if he receives Social Security disability, he can work 16 hours per week on the table. If he chooses to help people make money and a side to put food on the table, so why remove him and his family? He delivers newspapers with his wife, why can not he keep him company?
