New York Disability Benefits LawDoes anyone know about the new rules affecting people with disabilities receiving State of New York?

My father is on disability because he was injured on his job. He signed a "contract" entitling him to a certain amount each month. 6 months ago, my father's lawyer called him and said that a new law was enacted in NYS. that requires my father (who is 65 and physically unable to work) to look for work (and keep a record of it) while receiving benefits.
1) My father receives "disability" because he is "disabled" - HELLO??? It can not work, then why are they forcing him to seek work which he can not do even if he was hired, anyway?
Also, how long such an idiot, "ivory tower" intellectual legislators expect my father to work until? 80? 90?! 100? "It's just ridiculous.
Can someone please explain this nonsense to me, because my lawyer can offer is "is the new law," and it makes me furious.

The law is probably because he indeed becomes the disability of his work, not the government. They are able to set different rules about who can get the disability and what must be done to get it.
I receive disability from SS. I've never had to seek employment. So I think it might have something to do with the type of disability they receive.
Just a guess on my part since I do not live in New York.
