You can file a claim without being administrator of his estate - but they will not answer questions about the policy for you, unless you are in effect, the administrator of his estate. You'll have to fax court documents to prove it.
Could you provide some more information please? If you try to make a claim on your policy of mothers, you need a death certificate and call for the paperwork to get the product.
