Monthly Car Insurance

Edmonton and Vancouver
I want a motorcycle and a car. Can I drive the car during the winter and pay as 5 months of insurance, then go to a motorcycle and pay 7 months of insurance on the bike and switch?
I know that insurance costs much more in Edmonton, its much cheaper in Vancouver. Can I purchase travel insurance each month in both cities?

If you are a permanent resident is not in Vancouver, then you can not apply for the insurance claim Vancouver as a principal residence, then use the vehicle in Edmonton, unless you are the territory is "outside the province" ICBC.
