Federal Flood MapsWhat grants are there through the federal government to help these SE. MN victoms flooding, loss of Total?

We had a total city whipped off the map almost by SE. MN of 16 inches of rain in 20 hours 2 weeks ago on the same passage of Hurricane Dean on time was headed for Cancoon. It is a federal disaster, but the money to be received by the federal government will thus delay for everyone.
The group of FEMA is very, very slow and seem to have poor overall plans. The Red Cross is so whipped for days, days of assistance in areas that can not be in humans, with all the sewage and water removed from each city very much, we just toppled 95 houses yesterday in only 1 city with many others to come with total losses.
Does anyone have info on some federal loans and grannts to get these people lived before the due date, not when the snow and ice are
Disaster Federal do give these people up to $ 28,000 dollars for all that there are losses, most lost dollar homes from 150 to 300-K and all their cars, while clothing they possessed as floods hit the middle of the night. Info PLSE

Their insurance companies should be fast enough.

All you can do is to contact FEMA and wait to see if you want to get help and get supplies from the Red Cross.
